Could it be simply that the Government of the day has been bounced into doing something it feels it 'ought' to do, rather than something it actually 'wants' to do, and embraced something that 'sounds like a good idea' and 'works for that Obama chap' - without fully understanding how to execute it.
Like many projects, it IS a good idea, but smacks of being rushed through in a PR panic and can surely only improve with either age .... or once it finally does away with Auntie

Neil
It's not so long ago that I sent a reporter down to his first lobby briefing for him to return red-faced, laughing at his own embarrassment: he'd sat, IIRC, in Michael White's chair. Of course, he was the only journalist in the briefing room who didn't know it was Michael White's chair.

From my own perspective out in the long-tail, I was very surprised to see No 10's Twitter experiment, indeed skeptical. But from my limited exposure to it, it indicates to me that government is suddenly porous in a way that was inconceivable when access to No 10 was dictated by unwritten seating arrangements. And it means at least one person in Downing Street can enjoy something I like to call Gordonfreude, even if it's best they keep quiet about it.

eek! I know I'm in trouble when people are using the g-word about me :)

I think one issue is that Government2.0, Enterprise2.0, Newspapers2.0 etc. and Web2.0 all face slightly different problems in becoming more transparent but it's tempting to think that they're all doing the same thing and that the same solutions are required.

argh! I'm going to have to write another post about it, I don't want to clog up your comments...
